Level of education: higher professional level

Level of experience: 5 years' relevant work experience required

  • In-depth knowledge of the international multilateral system and its ways of working;
  • Familiarity with the World Bank, EBRD, EIB and other international institutions, including procurement procedures
  • Excellent English (native language is expected to be Ukrainian; knowledge of Dutch is a bonus);
  • Network within the Ukrainian government, particularly in the ministry of Infrastructure, and within IFI’s like World Bank, EBRD and EIB;
  • Skills in internal and external communication, both orally and in writing;
  • Analytical, networking and organisational skills.

We are looking for an open-minded, energetic and enthusiastic colleague. A team player who provides the Embassy with an additional and diverse network of contacts. Eager to share her/his knowledge and experience. High awareness of reform related developments in Ukraine. High sense of integrity and political awareness. Available for duty travel outside Kyiv. Function requires participation in events and accompanying delegations outside office hours (i.e. evenings or weekends). Well-developed organisational, administrative and communication skills. Ability to work on various projects at the same time.

You will cover reconstruction support for Ukraine. Even though the war is still ongoing Ukraine has started working on reconstructing the damages caused by the Russian invasion. Ukraine has chosen a decentralised approach based on the Rapid Damage Needs Assessment (RDNA) it has developed with the World Bank, UN and EU.

The Kingdom of the Netherlands is a staunch supporter of Ukraine. We support Ukraine mainly in the sectors of Water, Healthcare and Agriculture. Energy and infrastructure are also on top of the agenda.

The Netherlands partners with large multilateral organisations such as the UN, the World Bank (incl. IFC), EBRD and the EIB, and with the private sector. You will build and maintain a strong network in mentioned organisations and in the Ukrainian government. You will specifically monitor potential projects, identify possible (tender) opportunities for Dutch expertise and Dutch Private Sector and inform Dutch companies about procurement procedures.

You will do this in close cooperation with the Reconstruction Coordinator and the colleagues working in The Hague on this topic from the MFA International Enterprise Department (DIO/EM) and the Netherlands Enterprise Agency (RVO/TIO). You will also work closely with the other colleagues of the economic team, since a lot of the Dutch economic work is strongly related to reconstruction.

Working Environment

The Netherlands Embassy in Kyiv promotes and implements bilateral cooperation between the Netherlands and Ukraine with the aim to strengthen bilateral ties and strengthen political stability, security and economic growth in Ukraine.

The Netherlands embassy in Kyiv has almost 40 staff members. The Embassy is organised in a political, an economic/agricultural, a consular/ administrative section and has several specialised attaches. Within the Embassy the ‘one team'-way of working is promoted, through crosscutting reporting, activities and information sharing.

Обов’язки:

Duties

  • Pro-actively monitoring and reporting on relevant developments in Ukraine’s reconstruction policies;
  • Maintaining a broad network within government, civil society, private sector and specifically IFI’s relating to reconstruction;
  • Identify opportunities in the field of reconstruction for Dutch businesses, deepen cooperation with IFIs and assist on project level with possible applications for Dutch export credit insurances;
  • Facilitating Dutch business applications in the procurement procedures.
  • Attending relevant meetings and reporting back to colleagues; organising relevant events on behalf of the Embassy;
  • Contributing to the organisation of incoming visits;
  • Providing assistance where relevant, including as translator and interpreter.
