Опис вакансії

Norwegian People’s Aid is a politically independent membership-based organization working in Norway and in more than 30 countries around the world. Founded in 1939 as the labour movement’s humanitarian solidarity organization, NPA aims to improve people’s living conditions and to create a democratic, just, and safe society. NPA’s international work covers three core areas: Mine Action and disarmament, Development and Humanitarian relief aid.

Norwegian People’s Aid (NPA)is opening a vacancy (maternity leave cover) of a Senior Finance and Partnership Officer with fluent English in Kyiv. The expected start date is 1 August 2024.

Key responsibilities:

1. Partnership Development and Management

  • Participate in the identification of partners' organizations that have the capacity and or the ability to increase programme work and impact and support proposal budget development.
  • Undertake partners capacity assessment in order to identify capacity gaps and areas of support that the partners will require for effective implementation of the programme.
  • Provide general and hands-on training and mentorship support to partners staffs on basic financial management to address identified capacity needs and gaps.
  • Monitor and follow up the implementation of the agreed work plan and budget to identify deviations and propose/take the necessary actions for those deviations.
  • Monitor and provide technical support to partners and NPA in ensuring compliance with NPA own policies as well as donor funding and reporting requirements.
  • Ensure proactive communication with partners about contractual, financial and other reporting and communicate all challenges to the line managers and budget holders.

2. Financial Management and Accounting

  • Support the Finance Manager in ensuring that the NPA DHC Programme work is in compliance with NPA policies and procedures, Generally Accepted Accounting Principles (GAAP), donors' rules and regulations and legal requirements.
  • Ensure that all DHC financial documentation is timely submitted to Finance Department in order to prepare payments and costs booking ledgers, as well as to timely prepare monthly BVAs and financial reports.
  • Review all DHC contracts and agreements to be or entered with suppliers and partners to ensure compliance with all the requirements for NPA templates, contents, terms and conditions.
  • Maintain a system to track financial commitments and outstanding contract amounts by partners and ensure that they are diligently executed when due.

3. Projects and Partners Financial Reporting

  • Review monthly financial reports from partners and compare them to the budget plans in order to facilitate follow up and budget revisions, if necessary.
  • Assist Finance Manager in preparation of quality and timely project and partners financial reports, which are in accordance to the NPA donor reporting schedule and formats.
  • Organise, facilitate and conduct routine budget monitoring meetings, and follow up progress review to address key performance issues from the reports by the partners.
  • Assist Finance Manager in project close out reports indicating follow up actions on closed projects and manage the transfers of project deliverables such as documents, files, equipment.
  • Support partners external audit exercise and follow up to ensure that the auditors' recommendations are followed up and implemented.

4. Project and Partners Budgeting, Budget Management and Planning

  • Provide technical information and inputs and support budget holders in design and development of new and existing funding proposals budgeting including requests for modifications.
  • Provide technical support and inputs to budget holders and partners in the preparation of project budgets and plans and ensure compliance with NPA and donor requirements.
  • Review all partners plans and budget modifications and ensure that clear action points for follow-up are documented and communicated for tracking and audit trail purposes.
  • Support partners in decisions regarding budget allocations and utilizations and alerting management to any mismanagement which arise during programme implementation.

5. Compliance and Information Systems Management

  • Provide support in conducting assigned and ad hoc investigations into identified or reported risks or fraud and corruption incidences and preparation of initial investigation reports.
  • Promptly inform the Finance Manager, Programme Manager and Country Director of any known or suspected instances of fraud, corruption or any violation of NPA Code of Conduct or of ethical violations.

Required qualifications:

  • Education: A bachelor degree in Finance, Commerce, Accounting, or Business Administration from a recognized university. Possession of a postgraduate qualification is an added advantage.
  • Experience: Minimum of 5 years of relevant experience in finance management, budgeting and donor’s reporting in International NGOs, with a thorough understanding of GAAP and major donor standard requirements.
  • Other qualifications: Good financial management skills with knowledge of computerized accounting packages and good understanding of major donors' financial conditions and government budgets and tax policies.

Personal Competencies:

  • Self-motivated with demonstrated ability to work under minimal supervision, generate/review financial reports and meet set deadlines and with good integrity.
  • Team player with good interpersonal/communication, documentation, and facilitation skills and the ability to work independently.
  • Proficiency in MS Excel and fluency in English are a MUST.
  • Ability to the maintenance of personal professional development and competencies on financial issues.гот
  • Readiness to adhere to NPA core values and code of conduct and Security Guidelines.
  • Willingness to perform other duties as requested by the supervisor.
  • Readiness to business travels within Ukraine.

What we offer:

  • Monthly salary of USD 2585. This salary shall be payable in Ukrainian Hryvnia at the exchange rate of the National Bank of Ukraine on the date of payment. Official employment by Ukrainian legislation;

This position involves business trips to the controlled territory of Ukraine.
